Make a ranged spell attack. This attack does 1d8 lightning damage, +1d8 lightning for each level above first. Upon hit, the target must make an INT save. The target loses 1 spell slot equal to the level this spell was cast at. If there is no available spell slot at this level, round down to nearest available slot. Failing a save has no effect if the target has no available spell slots at or below the level this spell is cast at.
