Arcane Seal

You channel immensely powerful abjuration magic as you touch a creature, beginning the process of sealing its magic away. At the end of the casting, the creature you touch must make a Constitution saving throw or completely lose the ability to wield and manipulate magic. An affected creature cannot cast spells, wield magical items, attune to magical items or utilize any other abilities that require arcane energy to function. If concentration on this spell is never broken, the effect becomes permanent and isn't able to be reversed by anything short of a Wish spell. A creature that saves against this spell is immune to its effects for the next 24 hours.
