Imagine the chalice like a miniature battlefield, by combining some components of fireball, locate creature, and heat metal, you can scout and immolate whomever you need from the comfort of out-of-counterspell-range.
You have a pool of 8d6 that you can allocate across any creature in a 20 foot-radius-sphere, with any single creature unable to be designated more than 4d6. When you cast this spell, roll the entire pool of dice; each creature designated at least one die takes fire damage equal to the damage rolled. You choose which dice apply to which creature after the pool has been rolled.
Until the start of your next turn, all creatures that have not been targeted by the spell within 5 ft. of a creature that has takes 1d6 fire damage at the start of their turn.
At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher you add an additional 1d6 to the damage pool and the area-of-effect sphere range increases by 5 ft. For every two slot levels above 2nd the fire damage dealt due to the proximity of a creature to the affected targets is increases by 1d6.
