This spell sends arcane chains that wrap around the target. The target must succeed 2 of 3 saving throws based of the casters spell DC, being Strength, Wisdom, and Dexterity.
If the target fails two saving throws they are trapped and bound in the chains. The targets skills are all reduced to 1 and cannot move or be moved. They cannot cast spells or save using legendary actions. They are locked in place until the spell caster decides to release them.
