A jurisdiction you are in, from a farmer's homestead up to an empire, will experience seven years of highly increased prosperity in agriculture, trade, and happiness, starting the day afterr the spell is cast. At the end of those seven years, that same jurisdiction will experience seven years of markedly decreased crop and livestock yields, economic depression, and at best apathy, at worst despair, in comparison to the state of the jurisdiction before the spell was cast.

The ruler or rulers (your choice) of the jurisdiction will have a dream depicting the impending events in easily understood imagery the night after the spell is cast, and will come to you or attempt to contact you for either interpretation of the dream or advice on what to do.
