Barakus Alquera's Blinding Flash Explosion

Barakus Alquera here for my first level creation! Utilizing more of my patent pending psuedo divine energy radiate out a bright blinding flash of brilliant energy! Causing all creatures within a 15ft radius to make a dex save or become blinded for 1d4 rounds! (Targets will attempt a constitution saving throw at the end of their turn to end early, be careful!)
