commandment of forceful application

upon casting this spell you must cast another spell of lower level that can target a willing creature. choose an unwilling target and force them to make a wisdom saving throw against your spell dc. on a successful save the spell fails and the spell is wasted, on a failed save the target is affected with the spell as if they were a willing target and they cannot dispel the spell without using a dispel magic of the same level, a greater restoration spell of up to one level lower, or a wish spell always removes the effect.
