Aminatou's Permanency

Cobbled together from remnants of ancient spells, this has the ability to make the target spell permanent. The caster must choose a spell and preform the ritual by it, tracing the appropriate runes. The target must stay within range, if the spell effects a creature, the creature must stay by the caster. If the creature effected by the spell would be unwilling, the spell fails, however this does not apply if the creature is under the effect of a spell that charms them. If the spell has a duration shorter than the casting time, the spell will be sustained by this spell, until the ritual is completed. After the ritual is complete the target spells duration becomes "Until Dispelled" and can only be dispelled by a 9th level dispel magic spell (or similar spell or ability).
