Bubble Breath

You breathe forth 1d6+1 bubbles in a 30-foot cone towards one or more foes. You must make a spell attack for each bubble, or they pass harmlessly away into the air and pop naturally. On a successful hit, the bubble instantly coats the creature in a filmy goo. The goo causes the creature to spend an additional foot of movement for each foot they use, along with causing disadvantage on all attack rolls, Dexterity checks and Dexterity saving throws. The goo only comes off after completely submerging in water.

At Higher Levels. When you cast this spell using a 5th-level spell slot or higher, the spell creates 1 more bubble and the size of the cone increases by 5 feet for every slot above 4th.
