Chaos Shield

A field of undulating colors appears and surrounds you. While the spell is active, the effects of the next surge of wild magical energy occurring on yourself are immediately dispelled and the spell ends.

The spell do not protect you from a wild surge caused by another caster's spell. The spell does not differentiate between negative or positive effects of a wild surge, you are protected from both. The wild surge still occurs, you are merely protected from its effects. The spell only protects you, anyone in your vicinity is still at risk.
