A shard of rainbow light shines on a point you can see within range, and transforms into a sphere of raw magical energy. The sphere emits bright light and sheds dim light for 10 ft. Any creature that casts a spell of level 1 or higher must roll a D20. On a 1, the spell has no effect. On a 10 or higher, the spell triggers a Wild Magic Surge on the caster. On a 20, the rift in the weave surges, adding an additional 3d6 force damage to the caster's spell effect (if offensive).
