Chaotic Empowerment

You channel the raw magical energy from the Elemental Chaos to empower a creature that uses magic.

Choose a willing creature that you can see within range. Until the spell ends, whenever the creature casts a spell of 1st level or higher, they can choose to cast the spell as if it were cast at 1 spell slot level higher. This effect does not change the spell slot used to cast the spell (You cast Burning Hands as a 2nd level spell using a 1st level spell slot, as an example). If the target chooses to increase the level of a spell using this effect, they must also roll on the Wild Magic Surge table as the raw, volatile magic empowers their spells.

Once a target has been affected by this spell, it cannot be affected by this spell again until the target completes a long rest.

At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the target can increase the level of a spell by 1 more level for every three slot levels above 3rd.
