When any creature casts a spell at a higher level than it originally is, you can counter it by reducing the spell back to the base lvl. Any spell that is cast at lvl 6 or lower by the opponent is immediately reduced down to it's base numbers. Has no affect on spells cast at lvl 7 and up.
