Chains of Nefirith

Choose a target you can see within range, spectral white chains fly from your hands towards the them. The target must make a dexterity saving throw, on a failed save, the chains wrap around the target, causing them to be restrained, and unable to make actions that require their arms until the spell ends. During the spell's duration, you must hold the chains in both hands, and can make a contested strength check against the target to try and pull them 10 ft towards you.
