You fashion a mystical bolt from the material components, enchanting it with a mantra of bound to the primordial nature of your target's soul, and of eternal slumber. After maintaining concentration and line of sight for the duration, the bolt is loosed and dissolves into the mind of the target, dealing 8d6 psychic damage. The damage bypasses all immunity and resistances. Upon taking damage, the target must make an Intelligence saving throw. This saving throw cannot be prevented by any external means, but may be contested by the target itself through exclusively magical means. If concentration or line of sight is broken during the duration of the spell it backfires, dealing the same damage to the caster and forcing them to become the target of the spell.
On a failed save, the target's Wisdom ability score becomes 0. The enchantment silences the instincts and ambitions of the target, which instantaneously and permanently falls asleep. The spell permanently destroys the soul of its target upon their death.
The spell cannot be ended except by destruction of the target's soul, wish, or if the Wisdom ability score of the target is increased to at least 1, at which point the spell dissipates and the material components that once inhabited its mind shatter under the strain of the Weave resulting in a cylindrical explosion with a radius of 50 feet centered on the target that deals 20d6 force damage on a failed DC 20 Constitution saving throw or half as much on a successful save and blows all large or smaller creatures away from the epicenter by 50 feet.
