Healing
You touch a creature and stimulate its natural healing ability. The target regains 4d8 + 15 hit points. For the duration of the spell, the target regains 1 hit point at the start of each of its turns (10 hit points each minute).
The target's severed body members (fingers, legs, tails, and so on), if any, are restored after 2 minutes. If you have the severed part and hold it to the stump, the spell instantaneously causes the limb to knit to the stump.

It's a bit worse than that. Regenerate doesn't help dead characters at all, and decapitation kills most people instantly. Once a character has been killed by decapitation, the only thing that can help them is resurrection or something like clone.
Full o' Flavor? Yes. OP? No. Hilarious? Yes.
I'm just imagining casting this on a NPC or a melee PC that gets downed each turn only to rise up at the start of each of it's turns - a mini Rocky Balboa without the 3 down limit so to speak.
The initial heal of 19-47 hp is a bit lackluster for 7th level, but it also heals 10 hp a minute for an hour granting 600 hp in addition to the bit about regenerating body parts. The 600 hp alone is quite a lot and makes the 7th level much more reasonable.
Plus, if you are a 1st level Life Cleric, you get to add Disciple of Life to the spell, which means you heal for 10 hit points every turn.
its the only spell that can regrow or reattach limbs. Thats why its 7th level
I agree that the healing is limited but I still find it handy to cast.
Here is a story from my last campaign:
Annastriana found herself gasping for air in the last place the half-elf druid wanted to die, the ruins of an ancient metropolis. She was bleeding but not nearly as bad as Charis, the wayward human paladin that she stumbled across in the ruins.
Charis stumbled away from the heavy wooden door that they had just secured with a large dusty wooden plank. He looked at her with disgust in his eyes. His face appaled her because she knew that he judged her not only for her religion but her heritage as well. She wanted to unsheath her scimitar but the sudden and rapid banging on the door reminded her that survival was her first priority.
"There is no other exit and the door won't hold." Anastriana said.
Charis looked around the room ignoring her and finishing his search by turning over a wooden barrel. Dust flew up into the air and Charis yelled in frustration at the realization that the only way out was the doors that they had walked through.
Annastriana gave him a few moments, all while listening to the door crack under the pressure of the heavy assault from outside. Then she told him her plan. He was wary about allowing a druid to cast a spell on him but the alternative seemed like death so he let her stand over him with her prayer wheel and holy water as she recited her spell.
His wounds began to close instantly and he could feel healing energy inside of him continuing to stitch him back together.
He felt invincible from magic and charged toward the crumbling door as it splintered under the weight of the monster outside.
It was a hideous creature somewhat humanoid, mostly shadow and tentacles. To his credit the paladin faired well against the monster until it crapped its tentacles around his body and forcibly drug him out of the house.
Annastriana chased the creature outside to witness helplessly as it tossed Charis into a pit that was covered with ancient markings and filled with bones.
Annastriana took the distraction as an opportunity to shapeshiftinto a falcon and fly out of the valley.
Charis seemed dead from the impact of the fall but the regeneration spell that Anastriana cast on him brought him back from deaths door.
The beast up above seemed to have forgotten about him. He was alive but not out of danger yet. Charis silently blessed the half-elf heathen as he looked for a way out.
Would this work on someone who was taken over by an Intellect Devourer? I think it probably doesn't, because the stat block of the Intellect Devourer says "The body then [after the ID left its head] dies, unless its brain is restored within 1 round.", while Regenerate takes 2 minutes to regrow the brain, but it feels kinda unfair that the only ways to deal with this CR2 monster is either a Wish (which you may never be able to cast again afterwards, and is a 9th level spell) or a Resurrection (which costs 1000GP).
Spoilers for Waterdeep: Dragonheist:
I'm asking because of Waterdeep: Dragonheist, where the PCs fight an Intellect Devourer at level 1 (!!!) and then later get a side quest about an NPC taken over by one at level 4. Of course they won't be able to cast this 7th level spell themselves at either point, but finding and paying someone to cast Regenerate would certainly be cheaper than finding and paying someone to cast Wish or Resurrection.
It restores missing limbs, which is very VERY important if you happen to lose one.
I have a rule where Regeneration cannot fix 3rd or 4th degree burns

No, neither acid or fire stop the regeneration. That is a trait specific to trolls. You still be killed by extreme damage or failed death saving throws, however with the latter of those two, its much harder, and can only occur from taking damage enough times before the start of your next turn.
If I have regenerate cast on me while I'm shapechanged as a hydra, can I reattach severed heads to my body?
The spell requires a stump to reattach the head to. If the stump has already regrown a head it wouldn’t be able to. But I guess if the stump hasn’t regrown yet it could.
Think of it this way. If someone gets their arm cut off, and then regrows it after 2 minutes because of this spell, you can’t reattach the original arm, because there is nowhere to attach it to.
I mean, its kinda the missing limb spell. *shrug* I think its good. Also I think it helps makes barbarians literal gods?
If the material components are a prayer wheel and holy water, and this spell is on the Druid spell list, then would a Druid be able to create the holy water for this spell? Can a druid create holy water at all?
Disciple of Life should not apply to the additional healing each turn; Disciple of Life applies when you use a healing effect, so it only works for the initial heal when you actively cast the spell. The 1 hitpoint at the start of each turn isn't you actively using the spell, it's just an ongoing effect.
You can compare this to Healing Spirit where you actively choose to heal when the condition is met (character starts a turn in the area, or moves into the area). This allows it to combo nicely with Disciple of Life, but not with Circle of Stars Chalice Form (which only applies a bonus when a spell is cast).
While a Holy Water (Flask) may have a cost of 25 gp, this spell doesn't actually specify what value of holy water you need, which means you don't actually need holy water at all if you have a spellcasting focus.
However, if your DM wants to be more strict about it, then you wouldn't need to create your own, it should be fine for a Cleric or Paladin in your party to do it, or you could go to a temple and purchase some.
This spell doesn't even consume the holy water, which is surprising, as I would have assumed you'd sprinkle it on the target or something.
Except that it has no limits. It is definitely not underpowered.

The character in question may have a class feature that adds to that healing (don’t quote me on that though)
