A shapechanger makes its saving throw with disadvantage. If it fails, it also instantly reverts to its original form and can’t assume a different form until it leaves the spell’s light.

Yes but no, if casted on a creature the creature would not take damage or have to roll till their turn. "Or starts its turn" means that.
Clarification; "When a creature enters the spell’s area for the first time on *A* turn or starts its turn there". So you can RAW push enemies into it or otherwise move them on any turn into the beam to deal the damage twice or more per round.... doing it multiple times however involves the whole party built around this so, kinda rare.
Double dipping on the damage is the entire point of the spell. You're forcing the target to decide whether to move and maybe take the extra damage when you move the moonbeam back on it, or to stay where it is and only take moonbeam once a turn. It's a tiny aoe and it takes your whole action to move it. It's a strong spell, for sure, but it's not broken.
Do you need to purchase anything to have that spell learnt ov your druid?

I know there's nothing that says this spell has to be cast outside, but would it make sense to rule that it has to be with the moon in sight, or at least a visible sky? New to dming
You can definitely make that a house rule if you want it to be, but nothing in the spell requires it to be cast outside, nor with the moon being visible.
If you do want to make that a rule for your game, be sure to let your players know before they pick the spell, or you'll likely have an argument on your hands about those requirements not being in the spell description.

Nah, I'd say no, because the creature isn't entering its area. It's more like the beam enters the creatures area, if that makes sense.
