As you cast the spell, you draw a 10-foot-diameter circle on the ground inscribed with sigils that link your location to a permanent teleportation circle of your choice whose sigil sequence you know and that is on the same plane of existence as you. A shimmering portal opens within the circle you drew and remains open until the end of your next turn. Any creature that enters the portal instantly appears within 5 feet of the destination circle or in the nearest unoccupied space if that space is occupied.
Many major temples, guilds, and other important places have permanent teleportation circles inscribed somewhere within their confines. Each such circle includes a unique sigil sequence--a string of magical runes arranged in a particular pattern. When you first gain the ability to cast this spell, you learn the sigil sequences for two destinations on the Material Plane, determined by the GM. You can learn additional sigil sequences during your adventures. You can commit a new sigil sequence to memory after studying it for 1 minute.
You can create a permanent teleportation circle by casting this spell in the same location every day for one year. You need not use the circle to teleport when you cast the spell in this way.

Agreed, this type of spell seems like what Artificers are designed to do. I guess you could have your Artificer create a permanent teleportation circle as a if creating a magic item instead.
Ok so you need to buy rare inks and chalk that has precious gems in it (like diamonds, emeralds, and rare gems). Then you basically ritual cast it by spending a minute drawing the circle on a surface using the inks and chalk
I think the chalk and inks are used up after the spell ends because, it says after casting on the same spot for a year it becomes permanent so I assume that after a year the inks and chalk just sort of become infused or stained in the ground

I also find myself really wishing that Tome Warlocks could somehow get this on their spell list. It would fit their utility so well.

What elsewhere 'bags' and such would allow you to transport a 10ft section of flooring? We know 'ground' means what you stand on.. since there are teleport circles in like mage towers, and castles, etc. So it should be counting s tuff like stone, wood floors, etc. Possbly other stuff.. ground can mean the earth ground (which means you could also put it on the celing of a cave etc) but most often it means what you walk on.
But regardless... what could take a 10x10 section of floor with you adventuring? So you could cast it daily while adventuring and create a 'teleport circle' that you can place in your base. That way you actually can do it instead of paying someone for it. or just having a portable one etc.
That feels like a fantastic use.'cause a year is a very long time to set up anythign truly meaningful. and it would be greate house keeping tool to have a portable circle with you you can lay out.
Extra points if your gm lets you apply it to the something like a rug.. but that one is pure gm territory.
As a sidenote. Now I want to make a Courier of highish level who is a Genie UA Warlock Human Mark of Passage.
so they get this spell, and they can spend a year making a sigil within their "lamp" territory home. Since the spell specifies "on the material plane" and never specifies the teleport circle only works on the plan. That means there can and probably are sigils on other plans of existence. Which is a greatway for some shenangan adventures on accident.
But basically the traveling courier warlock could suck stuff up into his elsewhere home, usue the teleport sigil to teleport to the destination. Then spend an hour to call forth their "Lamp" to them. They delivered the stuff quickly- using circles to hop around via short rest restoration. They can bring a portable circle around in their elsewhere home so they could 1slot teleport delivering the item, then 2nd slot teleport back to the requestor for the reest of the payment.
So it would cost 18,250 gold worth of chalk and ink to create a permanent circle?
Yup. My group is considering homebrewing it so the circle only needs to be touched up once a week to become permanent (more frequently if it's in a high-traffic area and prone to getting scuffed up). 2600gp is still a lot, but far more reasonable.

Here is a question.. This whole time I"ve assumed the portal is.. two ways. Meaning at the destination there was a portal too.... so you could be "out in the field" and telepotation circle back to base; and in those 6 seconds people could come through or they could throw you a bag etc...
but is it not liek that then? and only the portal on the caster's end and the others just.. what appear? no portal to walk through?
That's an interesting point. I like it. I feel we forgot that a group or a DM can home brew to what the players desire. I know as a DM it would be easier for me to avoid plot holes if I made this spell cheap and quick but that's all I can think of to make it a ritual besides my own bias to my sorcerer I wish I could play.
I like this. My campaign also doesn't run with years or even a year of downtime. The only downtime is usually travel or to wait for someone who is travelling. I was thinking to home brew away the cost of each cast but considering that healing potions are 50gp I think that'll make it a niche wealth drop.
You could argue that the verbal component activates it....leaving the chalk. Or maybe the chalk is partially or entirely obliterated by the spell? Ways to play it.

So can the circle be inscribed onto something that isn't fixed to one location? Like the deck of a ship or a 10' tarp? If we're going with the stargate analogy, the gates dial each other, so two gates can be moved around and still work without any changes to the dialing sequence since the origin and destination refer to the gates themselves and not where they were placed.
Also, once the circle is permanent, do you still need to draw it with the expensive chalk/ink mix when casting the spell?

I think the intent is that the only effect of having permanent circle is that it can be used as a destination for this spell (or as a mishap-free destination for Teleport), but I've seen people play that linked pairs of permanent circles can be used as portals all the time without casting the spell again. I think that may have been how it worked in some previous editions.
So is there an official ruling from Jeremy Crawford or someone about how many creatures can enter the Teleportation Circle?
