Your Target fo Arrest will be considered as your Favoured Enemy. Or if you use Favoured foe, you don't have to concentrate on favoured foe if the target is your Target of Arrest.

The maximum number of Target of Arrest you can maintain equals to your Wisdom modifier(Minimum of 1).

City will be considered as your favored terrain. Or if you use Deft explorer, you will gain Expertise in Insight, and learned how to speak Thieves Cant.
