The College of Whispers

Psychic Blades

When you join the College of Whispers at 3rd level, you gain the Psychic Blades cantrip as a Bard cantrip. 

Terrifying Tunes

If you play a song to creatures equal to your Bard Level for at least 1 minute, you can attempt to seed paranoia in their minds. At the end of the performance, the targets must succeed on a Wisdom saving throw against your spell save DC or be frightened of you or another creature of your choice. The targets are frightened in this way for 1 minute, until they are attacked or damaged, or until they witness their allies being attacked or damaged. The duration is increased to 10 minutes if only one humanoid is targeted. 

If the target succeeds on its saving throw, the target has no hint that you tried to frighten it.

Once you use this feature, you can't use it again until you finish a short or long rest.

Inspiring Blades

At 3rd level, you may choose to give a creature of your choice a single use of the Psychic Blades cantrip using your stats for the cantrip. This uses one bardic inspiration die, and your bonus action for the turn. The recipient does not need to use a bonus action to use Psychic Blades this way. This cannot be given to a creature that already has Inspiring Blades, or can use the Psychic Blades cantrip independent of this feature*. This lasts until the creature finishes a Long Rest, and can use it on any weapon attack or spell attack they wish after knowing the outcome of the roll. 

The act of giving it to a creature is not considered casting a spell, but the creature using it is considered casting a cantrip for the sake of any other rules. The creature is not using any components when it's cast in this way. 

 

*Such that they have the ability to cast it using something that isn't Wish, a spell scroll, or magic item that may give them Psychic Blades. 

Harrowing Blades

At 6th level, If a creature is frightened, the next Psychic Blade of yours, but isn't necessarily used by you, has advantage, but the frightened condition ends on a successful hit.

Tortuous Music

At 6th level, you learn to infuse terror in all of your spells. If one of the spells you cast or a feature gives a condition that isn’t already Frightened, that condition is considered Frightened for the sake of any class features you have.

 

Overwhelming Terror

Overwhelming Terror:

At 14th level, as a reaction to a creature receiving a condition from a spell or feature, or damage from a Psychic Blade, you may choose up to a number of creatures equal to half of your bard level (rounding up) to also receive that condition or damage from the Psychic Blade (but not anything else from the attack). For each target, make the appropriate saving throw or damage roll against each target using the original roll or your spell save DC.

You can use this a number of times equal to your charisma modifier (minimum 1), resetting on a short or long rest.

 

Accursed Blade

At 14th level, once per day, you may give a special Psychic Blade to either yourself or another ally. This Psychic Blade instead modifies all damage done by the weapon or spell attack to deal full damage. You must decide to use it before making the attack roll, but it otherwise can be used whenever you or an ally chooses to until they finish a Long Rest. If this also hits, the target is also Stunned instead of Frightened. 

If the attack does not hit, the Accursed Blade isn't used up.
