Base Class: Bard
Unlike most bards who prance about singing songs and telling tales, there are some who take a more dark and twisted meaning to the word bard. These Silent Bards fill the world with an all-encompassing silence that forces people to really listen. Most Silent Bards are bearers of bad news or grim tidings, some have even been known to work with the Grim Reaper. If you ever see one, be very careful, and be on guard, for bad omens have been revealed.
Silence is Golden
At 3rd level, silence is almost physical in your presence. Any spells that you cast that have a verbal component have that verbal component replaced by a somatic component, if a spell already has a somatic component, then the verbal component is just removed.
Also, as an action, you can create a sphere of absolute silence for a radius of 30 feet. No sound can be heard within this sphere, no matter how hard anybody tries. All creatures in this radius must make a Charisma saving throw, whose DC is equal to your Spell Save DC. If a creature fails this save, they are paralyzed until the sphere is dispelled, or they take damage. In addition, no spells with verbal components may be cast by any creature in this sphere. You can choose to allow a number of creatures up to your charisma modifier to replace verbal components with somatic components. Finally, any sound based abilities cannot be activated. This includes (but is not limited to), blindsight that relies on hearing, perception checks that rely on hearing, charisma checks that involve speaking, etc.. The sphere last for 1 minute, or until you are incapacitated or choose to dispel it (no action required).
Grim Tidings
Starting at 6th level, deities of death call upon you to deliver messages in the form of eternal silence. As a reaction that you would take whenever you hear another creature take an action, you can spend a use of your bardic inspiration to impose a penalty equal to your Charisma modifier + your Proficiency bonus, to the roll made for that action.
Also, your Sphere of Silence created with your Silence is Golden feature increases to a radius of 40 feet, and any creature that ends its turn in the sphere takes necrotic damage equal to a roll of your bardic inspiration dice. You can choose to make a number of creatures equal to your Charisma modifier immune to necrotic damage taken this way for 1 minute.
Eternal Slumber
At 14th level, you learn how to induce a deadly sleep upon creatures. As an action, you can point at a creature you can see that is not within the range of your Sphere of Silence (this includes when the Sphere of Silence is inactive) and force them to make a Charisma saving throw. The save DC is equal to your spell save DC. If the creature fails, they fall asleep immediately and take double damage from the Sphere of Silence (normal damage if they have resistance to necrotic damage). Creatures that fall asleep this way cannot take damage, except from your Sphere of Silence, and they cannot wake up until your Sphere of Silence is activated (if it wasn't already) and then dispelled (either willingly or forcefully). Once awake, the creature that was asleep has disadvantage on the next attack roll or saving throw it makes. You can use this feature a number of times equal to your Charisma Modifier, you regain all expended uses at the end of a long rest.
Also, your Sphere of Silence increases to a radius of 60 feet, its duration increases to 5 minutes, and the terrain within the sphere is considered difficult terrain for all creatures except you. You can choose to make a number of creatures equal to your Charisma modifier immune to this aspect of your Sphere of Silence for 1 minute.
