Base Class: Cleric
The Bureaucracy domain puts the clerk into cleric, focusing on rules, regulations and ensuring that all forms are filled correctly. Many gods have no time for bureaucracy, given that their powers would generally have them see no need to be bound up in red tape, but those that do might include Deneir, god of writing, Ilmater, god of endurance, Oghma, god of knowledge or Tyr, god of justice.

Official Forms and Documents
You have dealt with all types of forms, documents and papers, and are familiar enough with them to be able to fill them out on someone else's behalf. When you choose this domain at 1st level, you gain proficiency with the forgery kit. In addition, you can easily spot a bad fake, and gain advantage on any roll to identify a forged document.
Signed in Triplicate
You have a knack of always having enough copies of the right papers on you. Starting at first level, whenever you relinquish a non-magical document of under 5 pages to person outside of your adventuring party, roll a d20. On a 15 or higher, you retain a duplicate of that document for yourself.
Channel Divinity: Bound by Red Tape
Starting at 2nd level, you can use your Channel Divinity to bind your enemies in red tape.
When an enemy hits you with an attack, you can force them to go through a series of complicated checks to ensure they have the required forms and licenses to be involved in combat. As a reaction, you present your holy symbol, and the enemy is restrained until the end of your next turn.
Veil of the Clipboard
Beginning at 6th level, you blend in seamlessly to any office environment. When in an office, bank, library or similarly bureaucratic building, you gain the trust of any of the workers there, who presume you to be a colleague from another department, or who has recently returned from long-term leave.
You add your proficiency bonus plus half your cleric level to any speech (Deception, Intimidation or Persuasion) checks made against any employees of this building.
Potent Spellcasting
Starting at 8th level, you add your Wisdom modifier to the damage you deal with any cleric cantrip.
Death's Clerical Error
Starting at 17th level, you are able to manipulate the forms required for death to claim a soul. When you or someone you can see is reduced to 0 hit points but not killed outright, you submit a clerical error on the form required for them to die, and they regain hitpoints equal to twice your cleric level. You can’t use this ability again until you finish a long rest.
