Base Class: Druid
Druids of the Circle of Winter harness the icy powers of the frigid tundras of the world, as well as the harsh season of Winter. Some of these druids make direct contact with fey courts that are associated with the colder climates or with Winter, while others simply gain their powers due to a frozen landscape being their home.
Circle Spells
2nd-level Circle of Winter feature
You have a unique bond with the quiet and majesty of Winter, and of course the bitter cold it brings. This bond grants you access to some spells when you reach certain levels in this class, as shown on the Circle of Winter Spells table. At 2nd level, you learn the ray of frost cantrip.
At 2nd, 3rd, 5th, 7th, and 9th level you gain access to the spells listed for that level in the Circle of Winter Spells table. Once you gain access to one of these spells, you always have it prepared, and it doesn’t count against the number of spells you can prepare each day. If you gain access to a spell that doesn’t appear on the druid spell list, the spell is nonetheless a druid spell for you.

Winter's Veil
At 2nd level, as a Druid within the Circle of Winter, you can pull from the frigid icy power of the season of cold and darkness to enshroud the battlefield in its frigid air. As an action, you may consume a use of your Wildshape to cause unbearably cold air to whip and swirl around you. This cloud of air extends outward 10 feet from you in all directions, and it moves with you.
When you summon the Winter's Veil, you gain 4 temporary hit points for each druid level you have. The Winter's Veil lasts for 10 minutes, until you dismiss it as a bonus action, or until you lose all temporary hit points, whichever comes first.
For the duration the Winter's Veil is active, hostile creatures within it have their movement speed reduced by 10 feet. Additionally while the Winter's Veil is active, you deal additional cold damage on your damage rolls equal to your Proficiency Bonus.
Biting Cold
At 3rd level, the chill of Winter permeates into your animal forms. While wildshaped, you may choose to have the damage you deal be cold damage. If you do, successful attacks lower your target's movement speed by 10 feet until the start of your next turn.
Blizzard
At 6th level, your magic has become further connected to the chill of Winter. Whenever you cast a spell of 1st level or higher, the radius of your Winter's Veil increases by 5 feet, to a maximum radius of 30 feet.
Additionally, when a creature makes an attack while it is in the area of your Winter's Veil, you may use your reaction to assault their eyes with ice and snow, granting them a penalty to their attack roll equal to your Proficiency Bonus.
Snow Cloak
At 10th level, you have begun to further embrace the cold of Winter. You can wrap the icy air around you like an armor, and wield it against your foes like a blade.
Whenever you cast a spell of 1st level or higher, choose a number of creatures within the area of your Winter's Veil up to your Wisdom modifier. You may have those creatures (which can include yourself) either gain 1d4 temporary hit points per level of the spell cast, or take 1d4 cold damage per level of the spell cast.
Agonizing Chill
At 14th level, you've strengthened your bond with the forces of Winter so well that the frigid air of your Winter's Veil has grown violently, dangerously cold. It is now a painful endeavor for your foes to move, let alone attack.
Whenever a hostile creature makes an attack while in the area of your Winter's Veil, they take 1d6 cold damage plus an additional 1d6 cold damage for each prior attack they have made in that same turn.

Yeah, if you use this subclass and want to just boot out Biting Cold, that's totally fine and understandable. For whatever reason, homebrew druids on here have to have a 3rd level feature to be allowed to be published to the public, so I just added this thing in.

Posted Feb 12, 2024i honestly love this, out of all of the "Winter" "Frost" "Frozen" circles this one actually makes sense
however there is some work to be done on this, i would recommend removing the "Biting Cold" Feature as this subclass already does a lot and doesn't need the extra ability, but also no other druid subclasses grant an ability at third level as that is reserved for the spell you gain at third level.
