Base Class: Bard
Bards of most types are known to be charismatic and persuasive, manipulative and insightful. The bards of the College of the Mentalist do all such things with the augment of psionic power added alongside their amazing magical skills. Their "acts" often involve not only music and storytelling, but also amazing feats of mind-reading and "fortune-telling." This College also makes for exceptional adventurers with their abilities to provide extraordinary inspiration to their allies and gain insight into the future in ways which empower themselves and their allies. At their most potent, they glean insights and information seemingly from nothing, command the minds of others, and cause entire crowds to do as they suggest easily. While tutelage in this College is very rare, some of the more psionically-inclined races do have purveyors of this style that can be learned from.
Psionic Power
3rd-level College of the Mentalist feature
You harbor a wellspring of psionic energy within yourself. This energy is represented by your Psionic Energy dice, which are each a d6. You have a number of these dice equal to twice your proficiency bonus, and they fuel various psionic powers you have, which are detailed below.
Some of your powers expend the Psionic Energy die they use, as specified in a power’s description, and you can’t use a power if it requires you to use a die when your dice are all expended. You regain all your expended Psionic Energy dice when you finish a long rest. In addition, as a bonus action, you can regain one expended Psionic Energy die, but you can’t do so again until you finish a short or long rest.
When you reach certain levels in this class, the size of your Psionic Energy dice increases: at 5th level (d8), 11th level (d10), and 17th level (d12). The powers below use your Psionic Energy dice.
Psionic Inspiration. You are able to empower your Bardic Inspiration with your Psionic capability, ensuring more consistent output of good results from your inspiration. Whenever a creature uses your Bardic Inspiration die, you may also roll a Psionic Energy die. The user of the Bardic Inspiration die may then choose to use either the number they rolled or the number you rolled on the Psionic Energy die. The creature then uses the Bardic Inspiration using that number, instead. The first time you use this power after each long rest, you don’t expend the Psionic Energy die in any circumstance. All other times you use the power, you expend the die if the creature chooses to use the number rolled on the Psionic Energy die.
Psionic Moment of Discovery. You are able to intuit magic spells that you do not usually know, wielding spells you can temporarily know in brief moments of insight. As an action, choose a divination or enchantment spell you do not know from the Cleric or Wizard spell list that you could cast if you were a Cleric or Wizard of your Bard level, and roll a Psionic Energy die. You are treated as if you know that spell for a number of minutes equal to the number rolled on the Psionic Energy die, and you may cast it with your available spell slots. The first time you use this power after each long rest, you don’t expend the Psionic Energy die. All other times you use the power, you expend the die.
Telepathic Connection. As a bonus action, you can engage in telepathic communication with a creature that you can see within 30 feet of you. You must both share a language to be able to mentally speak in a way in which the other understands, and while this bond is active, you may subdue your own senses to see what the other creature sees or to hear what that creature hears for the duration. When you you subdue your senses, you cannot see or hear in regards to what is happening around your own body. As you use this option, roll a Psionic Energy die, and you can communicate or share senses this way out to a radius in miles up to the number rolled on the die, for a number of minutes equal to the number rolled on the die. The first time you use this power after each long rest, you don’t expend the Psionic Energy die. All other times you use the power, you expend the die.
Insightful Inspiration
3rd-level College of the Mentalist feature
At 3rd level, you find yourself able to receive brief flashes of the future, which you can briefly telepathically convey to those who receive your inspiration, granting them a means to be prepared for what might happen around them. When you confer a Bardic Inspiration die to a creature, you also confer an instance of Foresight for as long as they have the Bardic Inspiration die. Whenever that creature is attacked or is subject to a saving throw, they may use a reaction to expend the instance of Foresight, and the attacking creature suffers disadvantage on the attack roll against them, or that creature gains advantage on the next saving throw they make.
Wellspring of Insights
6th-level College of the Mentalist feature
At 6th level, you gain the ability to utilize new and special mental powers, and you can become inspiring to your allies when normally you could not. You gain the following powers:
Psionic Clairvoyance. You know and can cast the Clairvoyance spell once without expending a spell slot and without material components. You can cast this spell this way once before you must finish a short or long rest or expend a Psionic Energy die to cast it again.
Psionic Influence. You know and can cast the Suggestion spell once without expending a spell slot. You can cast this spell this way once before you must finish a short or long rest or expend a Psionic Energy die to cast it again.
Psionic Motivation. You know and can cast the Motivational Speech spell once without expending a spell slot. You can cast this spell this way once before you must finish a short or long rest or expend a Psionic Energy die to cast it again. If you spend additional Psionic Energy dice when you cast this spell this way, you can cast this spell at a higher level spell slot for each additional Psionic Energy die expended. You cannot increase the spell level higher than the highest level spell slot you can normally cast with your Bard spell slots using this feature.
Additionally, if have no uses of your Bardic Inspiration feature remaining, you may expend a Psionic Energy die and regain one use of that feature as an action. You may use this feature a number of times per day equal to your Proficiency Bonus.
Master Mentalist
14th-level College of the Mentalist feature
At 14th level, you have become an expert mentalist, one who is capable of extraordinary deductive reasoning and fascinating insight. You gain the following new powers:
Psionic Domination. You know and can cast the Dominate Person spell once without expending a spell slot. You may cast this spell once this way before you must finish a short or long rest or expend one Psionic Energy die to use it again.
Psionic Legend Lore. You know and can cast the Legend Lore spell once without material components and without expending a spell slot. You may cast this spell once this way before you must finish a short or long rest or expend one Psionic Energy die to use it again.
Psionic Mass Influence. You know and can cast the Mass Suggestion spell once without material components and without expending a spell slot. You may cast this spell once this way before you must finish a long rest or expend two Psionic Energy die to use it again.
Telepathic Bond. You know and can cast the Telepathic Bond spell once without material components and without expending a spell slot. You may cast this spell once this way before you must finish a short or long rest or expend one Psionic Energy die to use it again.
Additionally, you gain a bonus to your Insight rolls and your Passive Insight equal to your Proficiency Bonus.
