Base Class: Druid
The Circle of the City is a relatively new development for druid culture, since large towns and cities had not yet been developed enough to resemble biomes of their own. However, druids of this circle do not wish for the continual outward expansion of a city, but for constant development within the societies and cultures that are housed within the city. This manifests itself as housing for the homeless and vast, free-growth gardens atop buildings, but also adventurer's guilds and even arenas for sport and competition. These druids are enamored by the rich, melting-pot culture of cities with a diverse people, and their magic is influenced by this desire to explore the towns and cities of the world.
Circle Spells
Your mystical connection to cities and its people infuses you with the ability to cast certain spells. At 2nd, 3rd, 5th, 7th, and 9th level you gain access to the spells listed for that level in the Circle of the City Spells table. Once you gain access to a circle spell, you always have it prepared, and it doesn’t count against the number of spells you can prepare each day. If you gain access to a spell that doesn’t appear on the druid spell list, the spell is nonetheless a druid spell for you.

Swarm Shape
Starting at 3rd level, you can use your action to transform into a swarm of urban animals. This does not expend a use of your Wild Shape. To transform into a swarm, you must have seen them before and it cannot have a flying speed. At 8th level, you can transform into any swarm with any movement speed. Otherwise, the normal rules for Wild Shape apply.
Urban Denizen
When you reach 4th level, you can expend a use of Wild Shape to cast suggestion without expending a spell slot, or to grant advantage on Wisdom (Survival) checks to track a creature in a city and Wisdom (Investigation) checks in a city.
Your expertise in secret languages like Druidic means you pick up the patterns in Thieves' Cant.
Keen Eyes
Starting at 6th level, you can choose to gain tremorsense out to 60 ft. for one hour. At 8th level, you choose from tremorsense or darkvision.
Tested Nerves
When you reach 10th level, your experience in the city means you've seen a great deal of con artists and tragedies. You can’t be charmed, and you have advantage on saving throws against being frightened.
Crowd Cover
When you reach 14th level, you've mastered your ability to blend into urban landscapes using those around you. When you are in a crowd, you and creatures you choose within 30 ft of you have +10 to Stealth checks and can’t be tracked by non-magical means. A creature that receives this bonus leaves behind no tracks or other traces of its passage.
