Base Class: Monk
You are a speedster.
High Velocity
At level 3, you may use the Step of the Wind feature without expending Ki. Optionally, you may spend 1 Ki point to gain the following effects:
- gain the benefits of the Dash and Disengage action
- if you move at least 20 feet, your first attack that hits this turn deals an extra 1d10 force damage.
Additionally, as an action, you may cast blur on yourself. You may cast this spell a number of times equal to your proficiency bonus per long rest.
Mercurial movement
At 6th level, you gain the ability to cast freedom of movement on yourself with no material component. In addition to the listed effects, you may move through non-magical solid objects for the duration of this spell. Moving 1 foot this way requires 3 feet of movement speed. If your turn ends inside a creature or solid object, you are shunted to the nearest unoccupied space taking force damage equal to the number of feet traveled. You may use this feature once per long rest, and 4 Ki for each additional use.
Also at 6th level, you gain the ability to cast haste on yourself with no material component, once per short rest. When cast by you, you may choose to expend 3 Ki when this spell ends (no action) to avoid the lethargy effect.
Speed Force Lightning
At 11th level, you can harness the speed force offensively to throw a bolt of speed force lightning. When you take the attack action, you may replace any of your attacks with a Force Lightning bolt, a ranged attack dealing three times your martial arts die. You may use this feature a number of times equal to 1 + Wisdom modifier (min 1) per long rest.
Time dilation
At 17th level, your connection to the speed force allows you to slow your perception of time to a stand-still, casting time stop on yourself as an action; however, the spell only ends early if you take damage. You can use this feature once per long rest.

Posted Jan 2, 2023This version removed the using ki as a casting resource for time stop and haste, considering how the former is a 9th level spell and the latter had the potential to be OP if cast too often. However, ki can now optionally be spent to avoid losing a turn after casting haste. Overall I am quite happy with how this version reflects a speedster.
