Base Class: Druid
The Circle of the Tempest is a druidic circle that focuses on the magic of storms and the power of the weather's elements, such as cold, wind, lightning, and thunder. They spend most of their lives as vagabonds, observing nature and weather, going with the wind as it goes, seeking a certain balance in the elements. When their ire is roused, they surround themselves in stormy magic, and they are capable of commanding spells that use weather's might to protect themselves and assail their foes. These druids are unpredictable, yet wholly capable, and they often manipulate localities' weather, sometimes dissipating storm forces to prevent certain harms, or sometimes ushering in the chaos of a hurricane with their skills, all as they feel the balance that nature demands.
In Avalestra, the four druids who observe this particular Circle are those known as The Four Winds, who have taken it upon themselves to manage the Worldwind and track it wherever it spins. The do not take up disciples lightly, but when they have chosen them, they can come from any race of peoples who have the right mindset to accept the balancing power of weather and storms.
Circle Spells
2nd-level Circle of the Tempest feature
Your affinity for storms and knowledge of weather magic grants you access to certain spells. At 2nd level learn your choice of the Booming Blade or Shocking Grasp cantrips. At 3rd, 5th, 7th, and 9th level you gain access to the spells listed for that level in the Circle of the Tempest Spells table. Once you gain access to one of these spells, you always have it prepared, and it doesn’t count against the number of spells you can prepare each day. If you gain access to a spell that doesn’t appear on the druid spell list, the spell is nonetheless a druid spell for you.

Storm Form
2nd-level Circle of the Tempest feature
At 2nd level, you learn to enter a magical form in which you surround yourself with wind and arcing electricity, taking on a Storm Form to empower your spellcasting more. As an action, you enter a Storm Form and become wreathed in swirling winds and storm power, and you gain the following benefits:
Whirling Wind. Your body becomes surrounded by whirling winds. Attacks with ranged weapons have disadvantage against you.
Static Aura. Your form crackles with lightning and quiet peals of thunder. When you deal lightning or thunder damage to a creature with spells or cantrips, you can add 1d8 to that damage against one target of the spell or cantrip once before the end of your turn, and when you are dealt melee damage in this form, you deal the attacker 1d8 lightning damage.
Touch of Rain. You can conjure healing rain waters when you cast healing spells, improving their recovery. As a bonus action, you may have the next spell you cast that restores hit points restore 1d8 additional hit points until the end of your turn.
These benefits last for a number of minutes equal to your Wisdom modifier, and you may use this form once before you must finish a long rest to use it again. Alternately, you can expend a usage of your Wild Shape to regain a use of this feature as part of any action.
Tempest Vortex
6th-level Circle of the Tempest feature
At 6th level, you gain the ability to conjure an isolated tempest which can empower much of your magic. You now have a Tempest Score and whenever you cast one of your Circle Spells or a spell or cantrip that deals lightning or thunder damage, you gain one Tempest Point, and the apparition of a storming cloud appears above you, which grows in visible intensity with each accumulated Tempest Point. If at the beginning of your turn, you did not cast or concentrate on a spell or cantrip last turn, your Tempest Score resets to zero. You may expend Tempest Points when you cast your Circle Spells, and for each point spent, you may cast that spell as if it were a spell level higher for each point spent without spending the higher level spell slot, to a maximum of the highest level spell slot you can cast. When you are in your Storm Form, and you deal bonus damage with your lightning and thunder spells or you deal lightning damage to a melee attacker, you may spend 1 Tempest Point to improve that damage by 1d4 for each point spent. Alternately, if you use the bonus action of your Storm Form to prepare the next healing spell to recover additional hit points, you may spend 1 Tempest point to improve that healing by 1d4 for each point spent.
Eyes of the Storm
10th-level Circle of the Tempest feature
At 10th level, you gain expertise in controlling storms and weather. You always have the Control Winds spell prepared and it does not count against the number of spells you prepare each day. You may cast this spell once without expending a spell slot before you must finish a long rest to cast it this way again.
Additionally, you treat all rolls of 9 or less on Survival checks regarding weather as 10 instead.
Lastly, when you enter your storm form, you gain a flying speed equal to half your movement speed for the duration of the form.
Maelstrom Mastery
14th-level and 16th-level Circle of the Tempest feature
At 14th level, you have attained nigh-mastery of storm forces and the magic to control them. You add the Chain Lightning spell to the Druid Spell List, you always have it prepared, and it does not count against the number of spells you prepare each day.
Additionally, whenever you enter your Storm Form, you gain resistance to lightning and thunder damage for the duration of the form.
Lastly, at 16th level, you always have the Control Weather spell prepared and it does not count against the number of spells you prepare each day. When you cast this spell and each time you change the weather while concentrating on it, you may change the weather by two stages up or down, or you may change two categories from the option lists one step up or down each. For instance, you can cast this spell and make the weather change from light clouds to rain, or you may change a clear day with calm winds to a lightly cloudy condition with moderate winds.
