Lightning Flow

When you join the College of Storms at 3rd level, your bardic inspiration flows with the power of lightning. When an ally of yours has your bardic inspiration, their movement speed is increased by 15 feet. This includes all of their speed, including flying, swimming, etc.

By Your Side

Also at 3rd level, you can channel yourself through the air to assist your allies. If your movement is not impaired, due to difficult terrain, being inflicted with a condition, etc., you can forfeit all your movement to teleport. You must be able to occupy the space that you decide to teleport to, and it must be within 5 feet of the inspired ally you are teleporting to, and you must be able to see them. This teleportation does not provoke an attack of opportunity, but is considered "magical" in terms of detecting and dispelling magic.

Thundering Shield

At 6th level, when an ally you can see is successfully hit with an attack against them that had advantage, you can give them temporary HP. This temporary HP is equal to the successful roll + your CHA modifier, with a minimum of 1. For example, if you have a CHA modifier of +3, an ally has an AC of 16, and an enemy hits them with advantage for 14, and 17, you give them 17 + 3 temporary HP. If, however, both attacks hit with advantage, say a 17 and a 19 in this case, you take the bigger number, being the 19, for a total of 22 temporary HP. You can use this feature a number of times equal to your proficiency bonus + your CHA modifier, a minimum of 1. You regain all uses after a short or long rest.

Thundering Wrath

Starting at 14th level, you gain the ability to fly into the air by channeling electricity, gaining 40 extra feet of flying speed. Along with this, applying your bardic inspiration to an ally is no longer a bonus action, rather it is a free action on your turn. You can only apply one bardic inspiration each turn. Finally, when you use a spell that deals damage to a target, you apply an extra bout of lightning damage. This damage is equal to 2 of your bardic inspiration die type (for example, 2d12 at 15th level). When you heal or apply a buff to an ally, their next attack also deals this lightning damage.
