Base Class: Monk
The Ketsuryūgan (血龍眼, literally meaning: Blood Dragon Eye), is a dōjutsu, which appears in certain individuals of the Chinoike clan. The Ketsuryūgan is recognised by its reddish colour, giving a special appearance for the users of this dōjutsu, characterised as holders of "eyes as red as blood". Its power earned it comparison to the Three Great Dōjutsu.
Upon activating, the Ketsuryūgan makes the user's eyes glow bright red sclera, dark red irises, and white pupils shaped as horizontal rectangles. This dōjutsu confers genjutsu casting abilities, either by making physical skin contact with the target or meeting each other's gaze. Upon which, they can hypnotise the victim in a variety of ways, or even delve deep into their minds to extract information. The Ketsuryūgan also gave the users the ability to manipulate iron, or more accurately, anything with a high iron concentration. As such, fitting with its moniker, the Ketsuryūgan can manipulate the blood within a living target, whether it be themselves or another being.
Blood Dragon Eye
Blood Manipulation: You can manipulate the blood of creatures you can see. When you hit a creature with an unarmed strike, you can spend 1 ki point to deal an additional 1d6 necrotic damage. This damage increases to 1d8 at 6th level, 1d10 at 11th level, and 1d12 at 17th level.
Hemokinetic Control
Blood Puppeteer: You can control the movements of creatures by manipulating their blood. As an action, you can spend 3 ki points to cast Hold Person. The target has disadvantage on the saving throw if it has blood.
Blood Healing: You can use your control over blood to heal yourself. When you deal necrotic damage with your Blood Manipulation feature, you can choose to regain hit points equal to half the necrotic damage dealt. You can use this feature a number of times equal to your Wisdom modifier (minimum of once). You regain all uses after a long rest.
Genjutsu Mastery
Illusions of the Blood: You can use your Ketsuryūgan to create powerful illusions. As an action, you can spend 4 ki points to cast Major Image. The illusion can be maintained for up to 10 minutes without concentration.
Blood Bind: You can use your blood manipulation to bind a creature's movements. As an action, you can spend 5 ki points to cast Hold Monster. The target has disadvantage on the saving throw if it has blood.
Ultimate Blood Control
Blood Dragon's Wrath: Your mastery over blood and genjutsu reaches its peak. As an action, you can spend 6 ki points to target a creature within 60 feet of you and attempt to take complete control over its body and mind. The target must make a Constitution saving throw against your ki save DC. On a failed save, the creature is paralyzed and charmed by you for 1 minute. The creature can repeat the saving throw at the end of each of its turns, ending the effect on a success.
Hemokinetic Mastery: You can manipulate blood with unparalleled precision. When you deal necrotic damage with your Blood Manipulation feature, you can choose to deal an additional 3d6 necrotic damage. You can use this feature a number of times equal to your Wisdom modifier (minimum of once). You regain all uses after a long rest.
