Base Class: Sorcerer
You are touched by raw energy from the outer planes themself and are able to travel through them freely.
Spell Shift
Phase Warp
When you select this subclass you learn to warp creatures through fold in the planes. As an action, you can teleport a creature you can see within 30 feet of you, a number of feet equal to 10 times your sorcerer level. If the creature is unwilling it must succeed on a charisma saving throw against your spell save DC. On a successful save the creature resists the effect.
You can use this feature a number of times equal to your proficiency bonus. All expended uses are regained on a long rest.
Phase Step
Starting at level 6 you learn to dodge attacks by vanishing. When you are targeted by an attack or are forced to make a saving throw to take half damage, you can use your reaction to teleport to the Ethereal plane. At the start of your next turn you can appear in any unoccupied space you can see within 30 feet of the point you vanished.
Once you use this feature, you can't use it again until you finish a short or long rest unless you spend 2 sorcery points (no action required) to restore your use.
Planar Reflexes
Upon reaching level 14 your mind has adapted to your planar travel. You gain an additional amount of reactions equal to your Constitution modifier. You can only use one reaction per turn.
Space-Time Navigator

Additionally, you start to see through time and learn to manipulate it. When a creature you can see within 60 feet of you makes a d20 test, you can use your reaction to twist fate. You can roll an additional d20 and choose either result.
You can use this feature a number of times equal to your Charisma modifier. You regain all expended uses on a long rest.
