Base Class: Bard
Bards of the College of Stormsong channel the raw, awe-inspiring forces of storm and sea. Their melodies echo with crashing thunder, keening winds, and the deep cold of northern oceans. These bards are respected—and feared—by sailors, raiders, and coastal tribes who know the sea gives, and the sea takes.
Level 3: Bonus Proficiencies
When you join the College of Stormcallers at 3rd level, you gain proficiency with Navigator’s tools, Survival, medium armor, and martial weapons.
Level 3: Stormsinger Spells
Your connection to the storm grants you additional spells at the bard levels listed below. These spells count as bard spells for you, but they don’t count against the number of bard spells you know.

Level 3: Tempestuous Inspiration
When you grant a creature a Bardic Inspiration die, you can channel the storm’s wrath into that gift. Choose one:

Thunderous Motive: A creature you choose within 60 feet of you takes thunder damage equal to the Bardic Inspiration die.

Lightning Charge: A creature you choose within 60 feet of you takes lightning damage equal to the Bardic Inspiration die.
You can use this feature a number of times equal to your Charisma modifier (minimum of once). You regain all expended uses when you finish a long rest.
Level 6: Gale Step
You become as fleet as a gust upon the water. You gain the following benefits:

Stormstride: You can move across liquids (such as water, oil, mud, quicksand, or molten lava) as if they were harmless terrain.

Misty Surge: You can cast Misty Step without expending a spell slot. Once you cast it, you can’t do so again until you finish a short or long rest.

Tempest Wings: When you use your Bardic Inspiration feature or cast a spell of 1st level or higher, you can summon spectral wings of wind and lightning that give you a flying speed equal to your walking speed until the end of your current turn.

Stormblade Channeling: When you use your action to cast a bard spell, you can make one weapon attack as a bonus action.
Level 14: Eye of the Storm

You summon the fierce heart of the tempest. As an action, you create a swirling storm centered on yourself that lasts for 1 minute or until you end it as a bonus action. The storm has a 30-foot radius and moves with you. While it persists:

Crashing Thunder: Any creature that starts its turn in the storm or enters it for the first time on a turn must succeed on a Constitution saving throw or take [roll]2d8[/roll] thunder damage, or half as much on a success.

Searing Lightning: Once on each of your turns when you hit a creature with a bard spell or weapon attack, you can deal an extra [roll]2d8[/roll] lightning damage to that target.

Frozen Gale: You and any friendly creatures in the storm gain resistance to cold damage, and their walking speed increases by 10 feet.

Tempest Flight: While the storm is active, you have a flying speed of 60 feet and can hover.
Once you use this feature, you can’t use it again until you finish a long rest.
