Base Class: Monk
Monks of the Silent Parliament are disciples of ancient owl-gods and masters of silent aerial combat. They observe before they strike, coordinating like unseen hunters in the night. Their techniques emphasize patience, precision, and the perfect moment to descend upon their prey.
Eyes of the Night Parliament
Your training has sharpened your senses to those of a hunting owl.
Silent Observer
- You gain proficiency in Perception if you do not already have it.
- If you already have it, your proficiency bonus is doubled for Perception checks.
Nocturnal Awareness
- While in dim light or darkness, you gain advantage on Wisdom (Perception) checks.
Silent Glide
- If you have a flying speed, you gain advantage on Stealth checks while flying.
- If you do not have a flying speed, you reduce fall damage by 5 × monk level and may move 10 feet horizontally when falling.

Parliament Strike
You learn the sacred dive technique of the Silent Parliament.
When you attack a creature that has not yet acted in combat or cannot see you, you may spend 1 Ki point to deal extra damage equal to your Martial Arts die + your Wisdom modifier.
If you are flying when you hit, the target must succeed on a Dexterity save or be knocked prone.
Wingbeat Feint
You move like a ghost through the battlefield.
When you use Step of the Wind, you gain these additional benefits until the end of the turn:
• Your movement does not provoke opportunity attacks
• You gain +10 ft movement
• The first creature you hit must make a Wisdom save or have disadvantage on attacks against you until your next turn

You gain the following benefits:

•You can attempt to Hide as a bonus action.
Silent Descent
•When you hit a creature after moving 20 ft or more, you deal an additional 1 Martial Arts die of damage.
Predator’s Mark
•Once per turn when you hit a creature, you may mark it as your prey.
•Until the start of your next turn:
•You gain advantage on opportunity attacks against it
•Its speed is reduced by 10 ft

Parliament Execution
You embody the silent judgment of the owl gods.
When you hit a creature that cannot see you or when you attack from stealth, you may spend 3 Ki to attempt an execution strike.
The target must make a Constitution saving throw.
On a failure:
•It takes 10d10 extra damage
•It is stunned until the end of your next turn
On a success:
•It takes half damage
•It is not stunned
You may use this feature once per long rest, unless you spend 5 Ki to use it again.
