Base Class: Bard
Bards of the College of Fools are more commonly known as jesters, they entertain all kinds of people in a variety of places such as the commoner's taverns to the courts of nobles, using verbal and physical comedy, lowbrow jokes and comical acrobatics as parts of their performances. Although bards of this college are regarded as fools, they have very cunning minds that like to underplay their capabilities and understand the value of being underestimated.
Tumbling Fool
A Jester never misses a chance to make people laugh, even when being subjected to a giant fireball. Starting at 3rd level, when you are forced to make a dexterity saving throw, you can use your reaction to fall prone and make a Performance (Cha) check instead.
The Jokes On You
Also at 3rd level, if a creature fails an attack roll, saving throw or ability check you can use a reaction to expend a bardic inspiration die to cause them to take psychic damage equal to the number rolled and they have disadvantage on their next roll of that type. The creature is immune if it can’t hear you or if it’s immune to being charmed.
Slapstick Comedy
A jester can make a mockery of any situation whether it be on stage or on the battlefield and can make anyone look like a fool. Starting at 6th level, if a melee attack made against you misses you can use your reaction to cause another creature within 5ft of you, other than the attacker to become the target of that attack.
The Punchline
You have learned how to utilize your failures for comedic success, to distract and charm your enemies or to bolster your allies. Starting at 14th level, whenever you roll a natural 1 you regain one use of bardic inspiration. Additionally, when you roll a natural 1 you can use your reaction to cast one of the following spells without expending a spell slot or requiring material components: Charm Monster, Confusion, or Tasha's Hideous Laughter.
