The Cloud's Voice is an old world name for thunder, as the peals of thunder in a storm were considered by the ancients as the booming anger of the gods themselves. While most of the more educated populace now understands that thunder is a consequence of nature in one of its most chaotic forms, the ancient Cloud Giants still yet found that teaching their bards (known as Thorskalds) to utilize thunder magic and specially damaging sonic attacks was invaluable to their conquering forces in days long since considered ancient. The "college" is often taught by word-of-mouth nowadays, and the bards who learn it tend to be bards who are employed by armies needing their skills. While the College of the Cloud's Voice do travel as troubadours or pursue similar employment as other bards may, it is still yet on the battlefield that most of them see their true capability unleashed, roaring forth with thunder magic and sonic attacks to incapacitate their enemies.

Bonus Proficiencies
3rd-level College of the Cloud's Voice feature 

You gain proficiency with the Warhammer, with Medium Armor, and with Shields.

Marching Cadence
3rd-level College of the Cloud's Voice feature 

You are capable of playing a melody or rhythm that encourages and emboldens your allies, helping them to march in time with their unit's advance. You gain proficiency in your choice of a drum, flute, or horn. For the duration of any song you perform with the chosen instrument, creatures who you grant your Inspiration Dice to gain +10 to their walking speed for as long as they have an unspent Inspiration Die.

Deafening Cacophony

3rd-level College of the Cloud's Voice feature

You have learned the fundamentals of thunder magic to a fine degree. You learn the Booming Blade cantrip, and the Thunderous Smite and Thunderwave spells.

Additionally, whenever you deal thunder damage with a spell or cantrip, if your Charisma modifier exceeds the target's Strength modifier, you may push that target 5 feet in a direction away from you.

Finally, you can cast the Blindness/Deafness spell, although you cannot choose to inflict blindness, and you may cast it in this way without verbal components and without spending a spell slot a number of times equal to your proficiency bonus before you must finish a long rest to cast it this way again.

Cloudburst Keening

6th-level College of the Cloud's Voice feature

You learn to further weaponize your vocal talent, and magically issue blasts of truly powerful sonic output. You learn the Shatter spell and when you cast it, you improve the radius to 20 feet. If a creature suffered disadvantage on the saving throw for this spell, that creature is dealt 1d8 additional thunder damage from the spell. 

Additionally, you can issue forth a powerful and damaging sonic wail, which erupts in a cone from your mouth. You must use an action, and each creature in a 60-foot cone must make a Constitution saving throw, and also this creates a loud wailing scream that can be clearly heard for 300 ft. A creature in this cone takes a number of d8 equal to your proficiency bonus as thunder damage and is deafened on a failed save, or half as much damage and the creature is not deafened on a successful one. You may use this feature a number of times equal to your proficiency bonus before you must finish a long rest to use it again.

Lastly, whenever you deal thunder damage with a spell or cantrip, you may deal 1d8 additional thunder damage to each of the targets once on each of your turns.

Voice of Storms

14th-level College of the Cloud's Voice feature

You learn the completion of your retinue of thunderous magic, and you now can use the force of your voice to move your opponents further. You learn the Destructive Wave and Elemental Bane spells. When you reach 18th level in this class, you also learn the Storm of Vengeance spell.

Additionally, whenever you deal thunder damage to a target, you may now push it an additional 5 feet away from you if your Charisma modifier exceeds the creature's Strength modifier.

Lastly, you are immune to the deafened condition, and the effects of the Silence spell, and you also have resistance to thunder damage.
