So they made Encumbrance rules an optional variant in 5e (Why I'll never know, majority of players I've played with like the gritty realism - I found this pile of gold, but I'm not strong to carry it home!), and since they tied the weight amounts directly to your STR score, it's listed in the Ability Scores section. My guess is its not referenced under movement due to it being a variant.
The carrying capacity is a base rule, there is an additional entry for a variant rule next to it.
My point is still the same, an article about movement should at least give me a hint that there are other rules that I might want to check on and in case I am interested, check here: Link. Its an easy thing to do and makes informations more accesible.
Yes you are right. It is still te beta version, my guess is that in the future they will link a lot of things.

Thats the thing though, Variants are at the DM's discretion, so your DM would tell you they apply.
