When adding a spell to a Homebrew item there are spells not appearing in the drop-down menu. I have purchased the three base books and Volo's and have access to things like Chromatic Orb. I am trying to make a Homebrew item and I've noticed at least Chromatic Orb and Power Word Heal are not in the list. I haven't gone through the entire list obviously, but I imagine if I could find two within a minute there are probably more.
Currently you are only able to add spells from the Basic Rules / SRD to homebrew items.
The reason for this is because those items may/will be shared with people, who may not have bought the additional books themselves.
This may change in the future, but is how it currently works.
If an item with non-SRD spells is shared with SRD-only people, will they be able to see the details of the spells? If not, there's no reason to restrict it. If so, why?

I understand why this is done, but I make lots of magic items for my campaign and it would be awesome if they could be flagged as private only which would let you put anything you want in them.
So I can't use content I paid for because other people I don't know and will never interact with haven't bought the same content? That is a horrible business model.

I can share all the rules and adventure content I paid for in one of the most customizable games ever designed with my players only if it isn't customized? This is what I am paying a master subscription for?

I totally get that people should *not* be able to publish non SRD content in any form. I would be tickled if the approach you describe were implemented.

You can add the tooltips. However, users that don't have access to those items will see and upsell instead of the actual data. That's the currently implemented model for all tooltips and expandable data sections in the listings.
That was basically my line of reasoning. "You've already got the tooltip filter in place, so why not take advantage of it?"

Because it would now also affect data in the build and sheet, and we really don't want to start stripping out just parts of mapped data on items. So, it just won't be available for publishing.
As always, we're constantly listening and evolving the toolset. In the future we may expand even further, but for an initial update, I think we will stick with that plan and go from there.

If I make the Staff of Disco Parties, which can cast Chromatic Orb at will, why would you restrict it from being published? Obviously, people that do not have access to the PHB, they'll see it as casting a spell that they should get the PHB to figure out, but isn't that general behavior?
I realize there may be need for one more filter addition in the Homebrew listing's advanced filters to that extend (source inclusion or something), but that's quality of life, practically.

Because a user that tries to equip that item in the sheet, that hasn't bought or has access to, the PHB,would not have access to Chromatic Orb and the item would be in an invalid or broken state, and effectively unusable for that user. It's not just about the text in the descriptions, it's also about all of the mapped data.
Again, this is as of today. And limits how we would implement an initial update. We may evolve things even further in the future.

I would, personally, be very satisfied with Homebrew items containing paid content not being shareable.
I think I'd prefer a Homebrew section for SRD only material and a separate section for Homebrew with paid content, however. If you can already differentiate who owns what content, why can't you give tags to items restricting the stats unless all paid content criteria is met?
I can't look at Tiamat because I haven't bought the book. I also shouldn't be able to look at a homebrewed Tiamat because it would have the same hardcoded tag.

This also extends to homebrew spells. You can't add a homebrewed spell to a homebrew item which really limits how you create items.
