Over a month ago (but just now coming to my attention), Chris Perkins tweeted that an official D&D document that would include tortles as a playable race would be released around the time of Tomb of Annihilation. Will the tortles be an option here on D&D Beyond at some point as well?
I believe they said it would be something that your purchase from DMs Guild - at the moment there isn't anything from DMs Guild here, so would need to wait to see what agreements get put in place.

I believe it is like the Elemental Evil Player's Companion, which is a free item from WotC on the DMs Guild and is on DDB. It was originally on their website but moved to the DMs Guild when that launched.

Yeah, it's part of the Extra Life from Wizards this year, so is something that comes with a cost. Because of that I'm unsure whether it will be also on a Beyond.
They said it was going to be a playable race for adventure league play so because it AL I hope they put it here
Agreed, they just have to do it. What good is D&D Beyond if we can't use all officially published character content and this is the official online tools. WoTC needs to get a good agreement going between Curse and DrivethouRPG. It would be practical if even the AL Adventures could be added on Beyond.
Beyonds biggest strengths is to have all content in one easy place for character generation.

I don't understand what you mean by "splitting off content"?
I think what never means is a fear of splitting up released content on different sources. Lets say Wizards decides that DnDBeyond will never get tortles then the service looses is value since it's missing content (I don't believe that Wizards will do that ). Then it becomes oh.. this character I can fully make on Beyond or half of this character since spells/races are missing ect... ect..
The premise of DnDBeyond is that you can get all officially released content for spells, races, rules and classes then streamline them into the character creator and so forth. But if you need to go to many different websites to get the complete picture of character creation the service falls moot.
I would be nice if someone from Curse responded with an official answer, I have the legendary bundle so I put a lot of money here to use official content that can be used in AL play. And since this counts toward AL play I would hope its here.
We've passed this on to Staff, when there is information one way or the other it will be posted.
Please remember though, that the Tortle package is being sold to raise money for Charity via Extra life. I'm not sure why everyone here seems to think that you should be getting something for free that other people are paying for to help raise money for charity.
