I was asked by a player in my campaign if his aasimar could have wings apart from the racial ability Radiant Soul and was wondering if it was possible. If it is possible then how would I design the mechanics for because I was thinking of just doing it half of the flying speed of Radiant Soul.
If they're just for aesthetics, then make them non-functional - lifting a regular, nonmagical human would take more than some feathery wings out the shoulders, after all. Then Radiant Soul infuses them with magic to make flight possible for the duration.
If the player wants to fly all the time, they should trade in a number of other abilities as the Tiefling does in SCAG - replace Radiant Soul and their Light ability at the very least.
Winged races are a bit tricky, especially since it can feel either overpowered (if a lot of time in your campaign is spent outside) or underpowered (if most of the campaign is spent indoors/underground). That said, I understand what the appeal is for a truly angelic appearance for your aasimar player.
Personally i would do what ratwhowouldbeking (awesome name btw) recommends; have them permanently "visible" but use the racial ability to make them functional. This way you know balance is good.
If you want a permanent flying aasimar, the best thing to do is to compare them with Tieflings (who also get wings as a racial variant). Tieflings need to give up their Infernal Legacy feature for it. This is basically a cantrip, two 1/day lvl 2 spells. That's not something to take lightly (see what I did there?)
I think that the fllying aasimar should lose the light cantrip, and the ability they get from whatever subrace aasimar they are (necrotic shroud or radiant soul/consumption). A flying speed of 30 is fine then. From your post I'm guessing you player want to use the Protector Aasimar as a base, since that would make the most sense, so that would mean radiant soul would go.
I think there was an option for this at some point in the past versions of DnD.
The rationale/mechanic were a choice at 5th lvl, where you could give up the aasimar type racial ability (E.G radiant soul; granting temp flying, etheral/transparent wings, and extra radiant damage once per turn), in exchange for permanent functional wings.
The Aasimar could then always fly, even with heavy armor, but would not have the extra damage once per turn, and -for RP purposes- could no longer surprise any enemies by flying, because the permanent wings were a dead giveaway.
If someone here remember where this "solution" came from, please do enlighten me, or share =)

In Unearthed Arcana there is a Racial feat called Dragon Wings that was made for Dragon Born. It gives the character a flying speed of 20, so long as they arnt wearing heavy Armour.
It would be easy enough to translate it to Aasimar. Maybe allow them to take it as a feat, or reward it to them in place of a magic weapon.
