Base Class: Bard
Bards of the College of Dissonance understand better than anyone the harmonic powers of music. Unlike other colleges, bards of this college have mastered the ability to undo the harmony that music is known to deliver.
The unique strength of these bards is their ability to distract their opponents, sewing seeds of doubt and weakness through the delivery of intentional disharmony. Sometimes joining the ranks of the politicians and spies, their subtle abilities of discord help elevate their interests by undermining the opposition.
The college’s members are often secretive, saving the inherent ire of their speciality for their political or societal enemies. Making an enemy of these bards has proven time and again to be disastrous by the victims of dissonance, who watched their lives and mental security eroded slowly and subtly.
Voice of Discord
When you join the College of Dissonance at 3rd level, you learn Dissonant Whispers if you don’t already know it. This spell does not count against your number of spells known.
You may cast Dissonant Whispers at its lowest level without expending a spell slot. You may use this feature a number of times equal to your Charisma modifier, regaining all uses following a Long Rest.
Tune of Disharmony
Also at 3rd level, you learn to hum a tune that sews strife into enemy ranks, lessening their cooperation.
Enemy creatures within 30 feet of you can not benefit from the Help Action, or other non magical abilities that would otherwise benefit as a result of teamwork such as Flanking or Pack Tactics.
Chord of the Banshee
At 6th level, you learn how to infuse your musics with the woeful cry of the banshee.
You may expend a Bardic Inspiration die as an Action to attempt to stun a creature within 60 feet of you who can hear you. That creature must make a Wisdom saving throw or be Stunned until the end of your next turn.
Destructive Resonance
Starting at 14th level, your spells induce disruptive vibrations in your enemies, decreasing their mental and physical hardiness.
When a creature fails a saving throw against one of your Bard spells or abilities, you may use your Reaction to impose Disadvadvantage on one saving throw that creature makes before the end of your next turn. You can choose to use this feature after the creature makes its roll, but before the GM determines whether the saving throw succeeds or fails.
