Base Class: Bard
In mysterious and rarely explored depths of the lights there exists a group known as the Council of Fourteen. Revered by some of a race called the wingles, the reach of the Council has since spread, offering their power to any race. Ancient fables tell of them being associated with various work of magic, and collectively, their might is immense- it is not just the arcane within their domain.
One such area is music. The Council of Fourteen member(who were first known as Wingle Elders) named Ewa was an emotive and gifted flautist and piper, her enchanting melodies calming or rending the hearts of those who listened- she was, in effect, the first Bard of the wingles. In ancient times, the wingles were once one great tribe, but there was an ominous period where an act of dark magic perpetrated by one of their own split them apart, leading to confusion and misery. Ewa's music helped to give those wingles purpose and hope again. She wove together songs reminded her people of brighter days and instilled courage in them.
There were many who studied under Ewa, and as the wingles began to leave their homeland, it was not just their kind who learned from her. Elves, haflings, humans and others learned how to make their music magic and their magic music, as well as other arcane secrets of the wingles. Those of the college began to forge their own musical identity, having an eclectic and fluid style that helped to highlight the emotional content of their performances. The students eventually became a full-fledged college.
There is a great wandering earthmote which some wingles call the Cloudland, said to have been severed from the continent long ago by another of the Council of Fourteen. When she was much older than most wingles become, Ewa had an opportunity to travel to it, and became the personal bard of its ruler, and spent her later years in peace in the palace. She passed on her techniques and style to the other court musicians, and so another College sprung up there.
Whether from up above on the Cloudland or from down below(and there does happen to be a bit of an old rivalry between the two College traditions), your training in the College of the Council of Fourteen has unlocked music in the most unlikely of places for you, and given you a distinctive style. It has also given you access to the greatest of instruments, the heart- allowing your music to accomplish things few believe possible.
Ewa's Etude
When you join the College of Lore at 3rd level, the arcane music of your inspiration gives a literal glimmer of luck. Creatures with one of your Bardic Inspiration die shed dim light for five feet around them, and once when they roll a 1 on the d20 for an attack roll, ability check, or saving throw, they can reroll the die and must use the new roll.
Sheya's Song
Also at 3rd level, your music becomes a sort of universal language. You and creatures with one of your Bardic Inspiration die have advantage on initiative, and if they have a language and an Intelligence score of at least 4, you can communicate telepathically with them as if you shared a language while you are within 60 feet of each other. The song lets you take inspiration from your allies and gives you proficiency with a skill of your choice.
Jaleel's Jig
At 6th level, you learn a tune that can excite and even change the nature of magic. You can convert spell slots of a total level equal to your Charisma modifier into Bardic Inspiration die of the same total number, and vice versa. You can do this once after a long rest.
Ha's Hymn
Starting at 14th level, you've learned an ancient melody that lingers deep within, giving you courage and strength. You and creatures with one of your Bardic Inspiration die are immune to the Charmed and Frightened conditions.
