Base Class: Bard

Sarcasm is the caustic use of irony, in which words are used to communicate the opposite of their surface meaning, in a humorous way or to mock someone or something. In the College of Sarcasm, bards learn to ridicule or mock their enemies (and sometimes their friends) be it through their spoken words or the lyrics of their songs. When used against their enemies, the power of sarcasm is used harshly, often crudely and contemptuously, for destructive purposes. Taking this knowledge of sarcasm and injecting the power of their magic, bards from this college are able to breakdown the confidence of their enemies and overwhelm them with self-doubt. 

Sarcastic Inspiration

At 3rd level, your words are laced with sarcasm and magic that briefly fools a creature into thinking you are in awe of it. The creature slowly becomes aware that you are mocking them.  As a bonus action, you can expend one use of your Bardic Inspiration and choose one creature you can see within 30 feet of you that can see and hear you. Roll the Bardic Inspiration die. The creature must subtract the number rolled from the next ability check, attack roll, or saving throw it makes before the start of your next turn.

Inside Joke

Also at 3rd level, you can forge a comedic bond of camaraderie among people who have laughed and joked together. As an action, you choose a number of willing creatures within 30 feet of you (this can include yourself) equal to your Charisma modifier (minimum of one). You create a magical bond among them until you use this feature again. When a creature that fails a roll due to your Sarcastic Inspiration, each bonded creature that is within 30 feet of it, immediately rolls a d4 (no action required) and adds the number rolled to the next attack roll, ability check, or saving throw it makes before the end of it's next turn.

Object of Ridicule

At 6th level, your sarcastic attitude has become so obvious to those who have been around you for even just a few moments. A creature that fails a roll due to your Sarcastic Inspiration becomes aware that everyone is laughing at them. This awareness lasts until the end of their next turn, until then each time an ally of yours bonded through Inside Joke hits the creature with an attack, the creature takes psychic damage equal to half your Bard level.

Eye-Roll

At 14th level, you are now able to confer your sarcasm with nothing but a look. As a reaction, after a creature you can see within 30 feet of you makes an attack roll, the creature feels your mocking gaze upon them inflicting it with overwhelming anxiety and self-doubt. The target must succeed on a Charisma saving throw or the target's speed is halved, it takes a -2 penalty to AC and Dexterity Saving Throws, and it can't use Reactions. On its turn, it can use either an action or a Bonus Action, not both. Regardless of the creature's Abilities or magic items, it can't make more than one melee or ranged Attack during its turn. You can perform this action a number of times equal to your Charisma modifier (minimum of once), and you regain all expended uses when you finish a long rest.
