Base Class: Cleric
Occupying a unique place in the pantheon of the world, the Council of Fourteen are the ancient elders of a race of people called the wingles. The wingles were once one tribe, but a shocking act of dark magic fractured them, leading to some wingles venturing off on a large wandering earthmote. Despite the separation and the elders passing beyond the plane, there was hope that legacy of unity and peace their kind had been born in would return to the wingles one day. The strong respect and veneration the wingles had for their ancestors became more ritualized and formal, and at some unknown point, the Council themselves ascended to immortality. Thus, the church and religion of the wingles were formed, giving birth to orders of paladins and other heroes.
The names of the elder tribe were: Hal, Elle, Karr, Galen, Sorah, Lissa, Ewa, Dib, Sheya, Jaleel, Maegwyn, Laul, Albin, and Sky. The Council of Fourteen was known in ancient times individually for various works of might and magic, with elements of both the natural world and the arcane in their sphere of influence, but as a collective, their power is immense. Their aid is sought for many causes, but their church is known for its doctrine of unity, and for the union of the council- and it is this area their strength is most known for. Peoples of other races began to follow the council, hoping to find inspiration, and unity with their neighbors. While not the most common of churches, the sect of the council has spread to surprising places, offering shelter and peace to any who seek it.
As a cleric of the Council of Fourteen, your work will often put you in harm's way as you attempt to rally the oppressed and give them hope; you will be called upon as a last resort for peace, being a neutral party in negotiations between bitter rivals. Despite your various and difficult labors, if you remain true, you may be able to work one of the greatest of miracles: friendship.
Bonus Proficiency
You have proficiency with martial weapons.
Heartspeak
When you choose this domain at 1st level, the unity and psionic gifts of the Council let you speak heart to heart with others, using no words at all. You gain Telepathy out to 60 feet. Creatures can understand you if they have a language and an Intelligence score of 4 or higher.
Council's Boon
Also starting at 1st level, you learn a benediction that is a reflection of the Council's own teamwork and strategy, enabling your allies to stand together and overcome any obstacle. You can give a creature a bonus to their next skill, ability, or attack roll equal to 1+the number of allies within 30 feet of them. This bonus lasts a minute or until used. You can use this proficiency times a long rest.
Channel Divinity: Victory March
Starting at 2nd level, you can use your Channel Divinity to urge your comrades towards triumph, giving them renewed courage and determination to stick together.
As an action, you can give out {{classlevel*5#unsigned}} temporary HP. Choose any creatures within 30 ft. of you, and divide those temporary hit points among them. While a creature has temporary hit points from this feature, it does not provoke opportunity attacks while moving towards another creature with temporary hit points from this feature.
Stand United
Beginning at 6th level, the might and spirit of the Council make your mere presence a powerful bastion of defense, able to give your allies refuge from the bombardments of those that oppose you. You gain an aura 10 that is active while you are conscious and not incapacitated. You and friendly creatures in your aura have half cover against ranged weapon attacks, and also against effects that require a Dexterity saving throw.
Power of Friendship
At 8th level, the wisdom and intuition of the council lends the inspiration of your allies divine might, infusing your prayers with the unstoppable power of friendship. Your Cleric cantrips deal bonus damage equal to 1+the number of your allies within 10 feet of the target.
Bond of the Council
Starting at 17th level, you now mystically share in the ancient bond of unequaled unity the Council itself experiences, and the vast depth of its power also strengthens your companions. You and allies within 30 feet of you have advantage on death saving throws. When you or an ally in this aura would make a death saving throw, their allies within 10 feet of them can use a reaction to make an attack against an enemy.
