Base Class: Druid

While most druid circles train to embody the natural world through the land itself or one of its many aspects, druids of the Circle of Dragons mimic the power of true dragons, as their very presence saturates their lairs in magic and alter the land itself in often unknowable ways. While these druids obtain several abilities reminiscent of dragons and even the ability to wildshape into such creatures, their lack of attunement with the other inhabitants of nature lead to their inability to turn into beasts. 

Wildshape Restriction

As you have focused your training on emulating the characteristics of dragons you do not have as much of an understanding of other animals. You cannot use your wildshape to turn into beasts. 

Altered Form

Starting at 2nd level, your training in draconic magic has permanently altered your physical form, covering you in a sheet of scales.  When you aren't wearing armor, your AC is 13 + your Dexterity modifier. You can use your natural armor to determine your AC if the armor you wear would leave you with a lower AC. A shield's benefits apply as normal while you use your natural armor.

In addition, you have gained sharp claws that you can retract or extract (no action required). Your claws are natural weapons, which you can use to make unarmed strikes. If you hit with them, you can deal slashing damage equal to 1d6 + your Strength modifier.

You also learn to speak, read, and write Draconic. 

Draconic Wild Shape

The training of your circle has granted you the ability to transform into a dragon. Starting at 2nd level, you are unable to use your Wild Shape to transform into beasts. Instead, you can expend a use of your wild shape as a bonus action to turn into a dragon. You use the following statblock (You can only use the swimming and flying speeds of the statblock at 4th and 8th level, respectively).

Bite. Melee Weapon Attack: your spell attack modifier to hit, reach 5 ft., one target. Hit: 1d10+2 piercing damage plus 1d6 of the damage type the dragon is resistant to

Breath Weapon (1/Wild Shape Use). The dragon exhales a stream of elemental energy in a 15-foot cone or a 20-foot line that is 5 feet wide. Each creature in that area must make a Dexterity saving throw versus your Spellcasting DC, taking (PB)d8 damage of the damage type this dragon is resistant to on a failed save, or half as much damage on a successful one.

Draconic Strike

Starting at 6th level, the attacks you make with your claws and while in dragon form count as magical for the purpose of overcoming resistance and immunity to nonmagical attacks and damage. In addition, you can now wildshape using the following statblock as well (You can only use the flying speed of the statblock at 8th level). If you use this wildshape form twice before completing a short or long rest you suffer one level of exhaustion (the exhaustion only takes effect after you exit your second wildshape).

Breath Weapon (1/Wild Shape). The dragon exhales a stream of elemental energy in a 30-foot cone or a 60-foot line that is 5 feet wide. Each creature in that area must make a Dexterity saving throw versus your Spellcasting DC, taking (PB)d10 damage of the damage type this dragon is resistant to on a failed save, or half as much damage on a successful one.

Enhanced Form

At 10th level, your bond to dragons has altered your original form even further. You have a flying speed of 30 feet and you gain resistance to one of the following damage types of your choice: acid, cold, fire, lightning, poison, force, necrotic, psychic, radiant or thunder. Whenever you wildshape into a dragon you can swap out this damage type for the one chosen for the dragon form.

Greater Wildshape

At 14th level, you can expend two uses of Wild Shape at the same time to transform into an adult dragon, using the following statblock. Once you use this feature you suffer one level of exhaustion and cannot use it again until you finish a long rest (the exhaustion only takes effect after you exit your wildshape form).

Actions

Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a Wisdom saving throw versus your Spellcasting DC or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Bite. Melee Weapon Attack: your spell attack modifier to hit, reach 10 ft., one target. Hit: 2d10 + 6 piercing damage plus 2d6 of the damage type the dragon is immune to

Claws. Melee Weapon Attack: your spell attack modifier to hit, reach 5 ft., one target. Hit: 2d6 + 6 slashing damage.

Breath Weapon (1/Wild Shape). The dragon exhales a stream of elemental energy in a 60-foot cone or a 90-foot line that is 5 feet wide. Each creature in that area must make a Dexterity saving throw versus your Spellcasting DC, taking (2xPB)d6 damage of the damage type this dragon is immune to on a failed save, or half as much damage on a successful one.
