Base Class: Bard
Students of the College of Wolkewaltz learn to find even the subtlest of songs in the winds around them, dancing along to the melodies with feather-like finesse. With their choreography, it's been said they can move as intangibly as the breeze itself, silently flitting to very corner of a ballroom or stage within a matter of seconds, and disappearing just as fast. But, don't be fooled by their dazzling display of aerial grace, as bards of the College of Wolkewaltz can quite literally be breath-taking. Founded in the heart of the Dwendalian Empire in the city of Rexxentrum, the College of Wolkewaltz, since it's conception, has been one dedicated to the skills of both swansong and sabotage, utilizing the hymn of the winds to make both grandiose entrances and surreptitious exits. It's for these reasons that these bards often find themselves in both the company of sovereigns and sinners alike. In recent years, graduates of the College of Wolkewaltz have caught the eye of the Soltryce Academy, their unique brand of performance having now been deemed... "useful and worth study".
Crossbreeze Aerialist
As a master of dancing alongside the winds, adherents to the College of the Wolkewaltz have almost a supernatural grace. At 3rd level, whenever you would make a Charisma (Performance) or Dexterity (Acrobatics) check, you can treat a d20 roll of 9 or lower as a 10.
Cumulus Quickstep
Seemingly leaping from intangible clouds, these bards are as hard to pin down as the winds they evoke. At 3rd level, whenever you give a creature a Bardic Inspiration die, you can use your reaction to fly up to 10 feet without provoking opportunity attacks. If a creature spends one of your Bardic Inspiration dice, they can also fly up to 10 feet without provoking opportunity attacks using their bonus action.
Sabotage En Tournant
Adherents to the ways of the College of Wolkewaltz are the experts of taking advantage of the missteps of their adversaries, turning their pain into your gain. At 6th level, whenever you reduce a hostile creature to zero hit points, you regain a use of one of your Bardic Inspiration dice. Additionally, the next creature you gift inspiration can roll their Bardic Inspiration die twice and choose between the two rolls. You can use this a number of times equal to your charisma modifier and regain all expended uses of this feature upon taking a long rest.
Breathtaking Ballet
One of the more notorious (if only speculated) ability of bards of the College of Wolkewaltz is the macabre ability to draw the air out of someone's lungs as they perform. At 6th level, as an action, choose one creature within 30 feet of you. The chosen creature must succeed a constitution saving throw against your spell save DC or begin Suffocating as per the condition outlined in the basic rules compendium. On subsequent turns, this ability requires that you use your action to maintain Concentration on the effect. The effect ends if you use your action to do anything else on your turn, if the target is ever outside the effect’s range, or the target cannot see/hear you perform. You can use this ability a number of times a day equal to your proficiency bonus, and regain all expended uses by taking a long rest.
Farandole of the Four Winds
At 14th level, you can give yourself a magical flying speed of 30 feet as a bonus action for a number of hours equal to one roll of your Bardic Inspiration die. Additionally, you can bestow this gift upon your allies by expending one use of your Bardic Inspiration dice, though the ability lasts for a number of minutes rolled on the die rather than hours.
