Base Class: Barbarian
In some places, dragons are seen as deities to mortals. Within their descendants, the Dragonborn kin, some are courageous enough to seek the path to gain their powers. Some gain the dragon's wisdom and with it a mind sharp enough to cut like a blade. But others gain the dragon's heart and the strength to become a lord of both heavens and earth.
Those who are descended from dragons are the only ones able to emulate them. Additionally, the Path of the Dragon Heart affects a Dragonborn's Breath Weapon, making it the only race able to achieve the full power of the subclass.
Restriction: Dragonborn Only
Only Dragonborn may take the Path of the Dragon Heart. The Dragonhearted fills a particular niche in Dragonborn society and culture.
Your DM can lift this restriction to better suit the campaign. The restriction exists for the Forgotten Realms. It might not apply to your DM’s setting or your DM’s version of the Realms.
