Base Class: Bard

Bards of the College of Pied Pipers are capable of enchanting creatures with their song. They trace their origin to a legendary bard who could entrance beasts with wind instruments (some claim a flute, some panpipes) but who claimed payment for his services. Mentored by experienced "pipers", they are experts at weaving fascinating enchantments into their performance.

Level 3: Bestial Influence

You gain proficiency in the Animal Handling skill. When you use the Influence action on a Beast, you can make a Charisma (Animal Handling) check instead of Wisdom.

Level 3: Beast Magic

When you reach a Bard level specified in the Beast Magic table, you thereafter always have the listed spells prepared.

Fascinating Performance

Your enchanting performance sways the minds of your audience. As a Magic action, you can expend a use of Bardic Inspiration and choose a number of creatures equal to the result of that Bardic Inspiration roll that can see and hear you (minimum equal to your Charisma modifier). Affected creatures must make a Charisma save against your spell save DC or become Charmed for 1 minute or until you lose Concentration on the effect. While Charmed, the creature's Speed becomes 0 and cannot take Bonus Actions or Reactions, and has Disadvantage on all Perception checks. If the creature takes damage from an attack or spell, or if another creature spends its action to wake it up, the effect ends for that creature.

Improved Beast Magic

Whenever you cast Dominate Beast or Dominate Monster, you can spend one Bardic Inspiration die to dominate an additional creature. You can issue different commands to all creatures you dominate by these means during your turn. When you would have them use their Reaction, you can spend a Bardic Inspiration die instead of spending your Reaction; if their Reaction involves a d20 Test, they gain a bonus equal to one roll of your Bardic Inspiration die.
