Base Class: Bard

A love for song and entertainment is only rivaled by the inability to do so. Although just as charismatic as any other bard those of the College of Discord lack the ability to sing/perform whether by a horrible accident that damaged their vocal cords, or just pure lack of talent. However, these bards are far from useless. Bards from this college use this this lack of talent to their advantage and horribly distract, deafen, debuff, and disrupt their foes in or out of combat.

Horrid Performance

Starting at 3rd Level you have mastered terrible performances. Any time you make a charisma check roll a d6. Regardless whether you succeed or fail on the check an additional effect occurs based on your roll.

1-2 If the roll was successful any creatures you choose up to a number of half your bard level rounded down (min. 1) has disadvantage on wisdom perception checks relying on hearing for the next minute. If the roll was a failure you and any one within 5ft of you is deafened for the next minute.
3-4 If the roll was successful you and your allies have advantage on charisma checks made against the intended target for the next hour. If the roll was a failure you and your allies have disadvantage on charisma checks made against the intended target for the next hour.
5 If the roll was successful the intended target is charmed by you for the next hour. If the roll was a failure the creature is frightened of you for the next hour. 
6 If the roll was successful you and any creatures within 30ft of you gain 2d4 temporary hit points. If the roll was a failure you and any creatures within 30ft of you take 2d4 psychic damage.

Un-inspiring Performance

Starting at 3rd level, whenever you fail a performance check you regain a use of your bardic inspiration. You can use this feature a number of times up to half your charisma modifier rounded down and regain any expended uses of this ability after a short or long rest.

Discordant Song

Starting at 6th level, as an action on your turn you begin a song that lasts for 1d6-1 (min.1) rounds. Any creatures within 30ft of you when the song is started or that moves within range must make a constitution saving throw against your spell save DC. On a fail the creature takes 2d6 thunder damage and is stunned for the turn. On a success the creature takes half as much damage and is not stunned. Creatures you designate when beginning the song and creatures that cannot hear you are immune to the effects. You can still take your turns while the song is going; however, any spells that require a verbal component cannot be used.

Verbal Dissonance

Starting at 14th level your horrible vocal talents seep into your spell work. Anytime you cast a spell that requires a verbal component and deals damage on a hit or failed saving throw you can cause the target(s) to take 4d6 psychic damage in addition the the regular damage. You can use this feature a number of times equal to your charisma modifier before needing a long rest.
