The College of the Empty mind is about using your opponents intelligence against them by tricking them into believing lies or misunderstanding what they think they already know.

Those who wish to learn the ways of the mind often chose to study at the college of lore. To become a scholar is not uncommon among bards, but there are always outliers in every situation. The College of Debate is often called the College of the Empty Mind because of the insults thrown around from its alumni. 

False Information

Starting at 3rd level, you have advantage on charisma(persuasion) and charisma(deception) checks made to convince a creature of having an incorrect memory on topics such as religious text, relayed messages, bounties or deeds, folk lore, etc. You can also expend one use of your bardic inspiration to have one creature gain disadvantage on wisdom, and intelligence checks made to recall information for an amount of hours equal to the number rolled.

Failed Casting

At 6th level you have learned to recognize patterns in how others cast spells. As a bonus action you can make a charisma(persuasion)* or charisma(deception)*,  check to attempt to convince a creature that is has not been casting spells correctly. On a successful check, roll 1d4 and reduce the targets spell casting modifier, when in relation specifically to casting spells, by the amount rolled for an amount of minutes equal to half your level in this class. You can use this feature an amount of times equal to your charisma modifier(minimum of 1) per short or long rest.

Mind Half Full

At 14th level you have become acutely aware of how to take advantage of the weakest parts of the mind. As an action, you can give a speech for at least one minute, and choose an amount of creatures equal to your charisma modifier(minimum of 1). Those creatures must succeed a wisdom or intelligence saving throw contested by your spell save DC or for 24 hours, become uncertain of their own intelligence. Affected creatures automatically fail all intelligence and wisdom checks made to gather or recall new information, as well as have their intelligence and wisdom scores reduced by 10 to a minimum of 10 (a creature with a 15 in intelligence will be reduced to 10, not 5.) Once you have used this feature, you cannot use it again until you finish a long rest.
