Base Class: Bard
Bards of the College of Roaring Thunder, colloquially known as the School of Rock, aren't about being the best-they're about being the loudest. No allegro. No serenade. No pastorale. Just ripping, face-melting power chords. On the lute, on the bagpipes, on the gayageum, and yes on the six strings of death called a guitar, Roaring Thunder bards magically amplify their music and their magic to mind-bending volumes.
No matter the instrument they wield, bards of this background are master performers. At their best, they work harmoniously in concert with their compadres, whether in the bar or on the battlefield. However, with the versatility of true bards, those in the College of Roaring Thunder can also take on a big solo when the moment is right.
When the music of these legends drown all else out, something magic fills the air.
Ride the Lightning
Starting at 3rd level, your music creates an urgency even in the souls of those that would otherwise waste their lives away, whether that urgency is scaring them with loud music, or inspiring their souls with a deafening song. Whenever you give a creature a bardic inspiration die, they can spend it as a reaction and immediately move their movement speed. Additionally, whenever you suffer thunder or lightning damage you can use your reaction to move up to your speed without provoking attacks of opportunity as you use the bright lights and sound to make a skillful and quick escape.
Communication Breakdown
When you cast a bard spell, you may choose any creature within 30 feet of the target of the spell (this cannot be the target of the spell) and that creature must make a Constitution saving throw or become deafened to every thing but your voice and music as you use some left over magic from the spell cast to force yourself upon a creature's senses and take over their ear drums.
You can use this feature a number of times equal to your Charisma modifier (minimum of once). All expended uses recharge on a long rest.
Kill 'Em All
At 6th level, your high speed music creates a boost of momentum for the people who swing weapons or fire bows, their attacks quicken to match your tempo. When a creature uses one of your Bardic Inspiration dice to increase an attack roll made using the Attack action, they may immediately take another attack after resolving the first.
Symphony of Destruction
Starting at 14th level, your power chords and screams, both from your mouth and your instrument, create a powerful shock wave to any of those that fight the music. You may begin a performance that lasts for 1 minute or until you are incapacitated or choose to end it early. While you are performing, any time a creature is damaged you may use your reaction to inflict 2d6 + your charisma modifier thunder damage that ignores resistance and immunity. During the performance you may not attack with a weapon, but you may cast spells and use other actions as normal as long as you can feasibly continue performing while doing said action. Once you use this feature you may not use it again until you finish a long rest
