Why... is forest gnomes from PHB not on the list of variants?
Do you own the PHB on D&D Beyond? The forest gnome is in the PHB but not in the SRD, so you will only see it listed if you own the book (or the individual subrace) on D&D Beyond, or have it shared with you by someone who does own it.
I own a legitimate PHB for real. What does that have to do with D&D Beyond missing a core race? This is a bug.
The filter on D&D Beyond's character creation page says "Player's Handbook" not "our incomplete version of PHB requiring additional purchases to play".
Owning a physical copy of the PHB does not grant you access to PHB material on DDB. DDB has to pay license fees back to Wizards of the Coast for that material, and has to cover the cost of converting the content to their system and their tools.
You can purchase the PHB here, you can purchase just the race you want, you can homebrew the race for free using the homebrew tools here, or you can decide that what DDB has to offer isn’t for you. The Buyers Guide linked in my signature spells out the various options and scenarios in more detail if you are interested.
The Forest Gnome works when you are using the standard method to build a character, but the subrace does not appear in the quick build method of character creation.... I do own the electronic version of the PHB.
